C. William Brewer, P.C.'s representation spans numerous areas of environmental regulatory law at federal, state and local levels, including CEQA, NEPA, CERCLA, and other laws dealing with hazardous substances, and water, air and noise pollution. Mr. Brewer has particular expertise in representing developers and builders against environmental challenges by project opponents.

Mr. Brewer has represented clients in actions involving taking of private property by governmental agencies, by direct eminent domain action and inverse condemnation. Mr. Brewer has successfully tried complex issues in taking cases against both state and local agencies such as loss of business goodwill, complex severance damages and impairment of access. He has been engaged as an expert witness in this area of law and has served the Bar Association as a speaker on eminent domain and regulatory taking cases.

Mr. Brewer's real estate practice encompasses purchase and sale transactions, escrow transactions, organization of real estate development ventures, and representation of borrowers and lenders in real estate finance transactions for residential, office, commercial, and industrial projects. Mr. Brewer has extensive experience in connection with representation of clients before local and state governmental agencies on a variety of regulatory matters, including real estate development entitlements and public contract disputes; and representation of clients in land use disputes with governmental agencies.

Mr. Brewer is experienced in both federal and state appellate practice, including several opinions certified for publication.

Mr. Brewer served in the U. S. Navy from 1967 to 1976 as a Strike-Fighter Pilot, including 238 combat missions from U.S.S. Kitty Hawk deployed to Southeast Asia (1970-1972). Awards include the Distinguished Flying Cross, Air Medals and Navy Commendation Medals, for heroism in flight.
